SIGSAC Committee on Preserving Professional Conduct and Academic Ethics (PROTECT)
Goal
SIGSAC PROTECT is an advisory committee established by ACM SIGSAC to uphold and promote professional conduct and academic ethics within the security and privacy research community. Its primary goal is to preserve the integrity of the peer review process, maintain trust within the community, and foster a culture of ethical awareness.
PROTECT does not have enforcement authority. Instead, it monitors concerns, gathers community feedback, formulates guidelines, and provides suggestions to strengthen ethical practices and secure the peer review process. When credible ethical issues arise, PROTECT facilitates the reporting of these concerns to the appropriate formal bodies within ACM or, when applicable, to corresponding committees outside ACM (e.g., IEEE, USENIX, ISOC). Final investigations and decisions rest with those designated organizations.
Missions
- Community Engagement: Actively engage with community members to identify ethical risks and emerging concerns.
- Coordinated Advisory Response: Provide timely guidance and structured responses to ethical risks, while preserving confidentiality and fairness.
- Long-Term Safeguarding: Develop and promote mechanisms, best practices, and guidelines to uphold the scientific integrity of security and privacy conferences.
- Facilitating Ethical Reporting: Serve as a trusted channel to forward credible ethical concerns to ACM or external organizations (IEEE, USENIX, ISOC, etc.), ensuring issues are directed to the proper authorities for formal review.
